The Australian and NSW governments are jointly funding the $105 million upgrade of Mulgoa Road, Penrith from Union Road to Thornton Drive.
From 10pm Wednesday 25 December to 5am Tuesday 31 December, weather permitting, important work will take place to install a new rail bridge over Castlereagh Road. This complicated work will be carried out during a shutdown of the Blue Mountains Line. Buses will replace trains between Penrith and Bathurst from 2am Thursday 26 December to 2am Tuesday 31 December.
The work will include removing the existing rail bridge, installing the new bridge and constructing new bridge protection structures. Installing the new bridge will allow the existing rail underpass to be widened to have three northbound and southbound lanes on Castlereagh Road, improving traffic flow and easing congestion.
There will be a full closure of Castlereagh Road between Jane Street and Thornton Drive from 10pm Wednesday 25 December to 5am Tuesday 31 December 2019. Traffic will be diverted to The Northern Road via Andrews Road on the northern side and Jane Street on the southern side of the railway line.
Road users are expected to experience up to 30 minutes delay on the detour route. There will be extensive travel time delays in Penrith CBD on 26 and 27 December 2019. Road users are encouraged to plan ahead, allow extra travel time and use alternative routes where possible. Patience and understanding of all road users is appreciated whilst this important work is carried out.
Pedestrian access on Castlereagh Road will not be available during the full closure. An alternative route from Penrith Station will be in place. Please refer to the map above for the pedestrian detour.
Traffic changes – full closure of Castlereagh Road between Jane Street and Thornton Drive The full closure will take place day and night from 10pm Wednesday 25 December to 5am Tuesday 31 December 2019. Access to Museum Drive will remain open at all times during the closure. There will also be a rail closure between Penrith and Lithgow for the work to occur.

How will the work affect you?
To ensure the new bridge is installed as efficiently as possible, work will be continuous during the closure, 24 hours per day. Rail traffic west of Penrith Station will also be affected. For the latest updates, visit transportnsw.info for more detail.
This work may be noisy at times. Every effort will be made to minimise impact including:
– Using non-tonal reversing beepers on machinery
– Turning off equipment and vehicles when not in use
– Only using lighting towers when necessary
– Directing noise generating equipment away from residences where possible
– Dust mitigation measures will be in place at all times.
